EU project on election observation EODS

 

 

A consortium including ERIS is implementing the EU’s Election Observation and Democratic Support (EODS) project. EODS aims to strengthen the integrity of election observation, and ensure that the EU's methodology remains at the forefront of international observation.

The project will continue the programme previously known as the Network for Enhanced Electoral and Democratic Support (NEEDS). ERIS will bring its experience in leading the consortium that managed two of the three projects under the programme (NEEDS I and NEEDS II).

The consortium is led by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and includes:

  • Osservatorio di Pavia - an internationally-recognised, independent and non-profit institute which conducts research and analysis on the role of mass media, in particular in the electoral process, and promotes freedom of expression.
  • Observatorio Politico y Electoral del Mundo Arabe y Musulman (OPEMAM) - a scientific Internet-based observatory that focuses on studying and monitoring the electoral processes and political changes of Arab and Muslim world.
  • Asian Network for Free Elections Foundation (ANFREL) - the preeminent civil society organisation in Asia working on elections
  • Zimbabwe Election Support Network (ZESN - representing the SADC Election Support Network) - a network of non-governmental organisations formed in 2000 to co-ordinate activities related to the promotion of democratic processes, particularly free and fair elections
  • Mision de Observacion Electoral (MOE - representing Acuerdo de Lima) - a network of 280 non-governmental organizations monitoring elections in Colombia, raising awareness and and advocating for election reforms
  • Lebanese Association for Democratic Elections (LADE - representing the Arab Network for Democratic Elections) - an independent civil-society and nonprofit organization focusing on ensuring democratic electoral processes.

             

The key pillars of the project are:

  • Methodology: EODS will consolidate a consistent methodology for EU Election Observation missions and ensure that it stays abreast of new developments in electoral systems, best practise and international standards. This includes cooperation with organisations active in electoral assistance and contributing to studies on electoral issues.
  • Training: EODS will aim to strengthen EU observer capabilities through development of a common EU approach to selection and training of observers at all levels and through delivery of advanced training for long term observers and core team members. Training may take place in English, French and Spanish or in a combination of these languages to reflect the multicultural nature of observation missions.
  • Support to regional organisations and networks: EODs seeks to strengthen the capacity of regional organisations involved in election observation, and regional networks of non-partisan citizen observer groups to in turn support their network members. This may involve comparative studies and research, participation in regional forums and development of on line tools.
