LTO Training

An election is not a one day event. It is a cycle that encompasses a wide array of activities from party registration to registration of the voters themselves. Long Term Observers (LTOs) represent an observation mission at the regional level regions the work of the core team who work at the national level. This provides LTOs with a challenging yet enriching task.

Recognising the importance of trained LTOs, ERIS has been running a series of courses to prepare observers for their first deployment as an LTO. In 2007 Hursh Joshi, a former civil servant, decided to change career. He had been a short-term observer (STO) with ERIS in Ukraine in 2004 and decided to attend the ERIS LTO training course held in February 2008 with a view to becoming more involved in election observation.

Since participating in the course, Hursh has now been an STO for the OSCE mission in Montenegro and has just deployed on his first LTO mission and reported that “The ERIS LTO course taught me skills which were invaluable on my first deployment."

The course takes a comprehensive and engaging look at the challenges of long term election observation. By combining the methodology with the practical, ‘real-life’ experiences of trainers it provides an ideal preparation and sensitisation for work in the field.

Richard Lappin, a past LTO training participant, and now current working for the UN Elections Assistance Team in Sierra Leone said that “the qualification is also widely recognised and has been instrumental in helping me secure work with the OSCE and UN in Eastern Europe and Africa". Richard most recently deployed to Armenia as an LTO on the OSCE Mission held in February.
