Our Role

Once the European Commission (EC) has received a formal invitation from the electoral authority of the country in which elections are to be observered, and deployment of an EU election observation mission (EOM) is confirmed, member states receive an invitation to submit a set number of candidates as Short Term Observers (STO) and Long Term Observers (LTO).

Acting on behalf of the Foreign & Commonwealth Office, ERIS will then circulate a mission announcement requesting Expressions of Interest (EoI) within a timeframe that reflects the EC's own deadlines. Once the deadline is reached, the EoIs are reviewed according to the criteria set by the EC, and ERIS then prepares a shortlist of candidates which it submits using the Roster. ERIS informs all shortlisted candidates but due to the volume of applications is unable to inform all unsuccessful candidates individually.

At this point the active role of ERIS ends, and the EC begins a second screening process. Final selections are made from candidates short-listed by ERIS and those decisions are made by the EC mission team.

Selected observers then contracted by the Commission, which will assume full responsibility for payment, insurance and other contractual matters.
