Selection Criteria

Following the parameters set out by the EU, according to Council Decision 8728/99 – PESC 165 – COHOM 4, ERIS adheres to strict selection criteria in order to ensure a high professional standard of UK observers. All candidates for participation in election observation missions should fulfill the following requirements:

  • Previous experience (national and/or international) of election monitoring and/or other relevant experience and/or training
  • Good knowledge of the mission's working languages
  • Strong interpersonal skills including balanced judgement, ability to work in teams and to cope with difficult situations, respect for local attitudes, good communication, and readiness to work in a multi-cultural environment
  • Ability to maintain professional independence and strict impartiality
  • Demonstrated commitment to democracy and human rights
  • Academic or professional background in democracy and human rights, international work or military background.

Please note that for election observer missions ERIS only recruits UK citizens. Non-UK citizens are advised to contact their respective Ministry of Foreign Affairs.

What we require

Anyone interested in being considered as a Short Term Observer (STO), Long Term Observer (LTO) NEEDS Training Candidate must first be registered on the EuropeAid roster.

When a mission or training announcement is circulated, interested applicants must submit an Expression of Interest (EoI) to eu@eris.org.uk. In the expression of interest, each candidate must:

1) Certify their availability for the entire deployment period;

2) Certify that they are medically fit to endure physically strenuous situations;

3) Provide a single paragraph motivation statement detailing their specific experience relevant to the mission they are applying for;

4) Submit a completed Equal Opportunities Form (a new form is needed for each application)

 

ERIS will review all applications according to the EU selection criteria and will then provide a shortlist of the required number of candidates to the EU, from which a smaller final list will be created. Please note that the EU retains final control over observer selection and shortlisting does not therefore guarantee selection. Unfortunately due to the volume of applications, it is not able to contact unsuccessful candidates individually.

EU Roster - a few additional points to bear in mind

Please make sure that your Roster entry is as complete and up-to-date as possible. If you are shortlisted by ERIS, the EU team will use only your Roster entry to make their final decisions.

Please also make sure that your availability reflects that required, particularly for NEEDS core team trainings where a minimum of 6 week availability is needed.

If you have dual citizenship please make sure that the UK reflects as either first or additional citizenship as otherwise your entry cannot be accessed.
