Bolivia

Without prejudging the political decision of the Commissioner for External Relations on the possible deployment of an Election Observation Mission (EU EOM) to Bolivia, the Commission wishes to announce the launching of administrative procedures for the recruitment of Long Term Observers for a possible EOM to the Constitutional Referendum in Bolivia, scheduled to take place on 25 January 2009. Please note that these positions will be confirmed only if the Commissioner for External Relations takes a positive political decision to deploy.

ERIS has been asked to shortlist LTO 4 candidates. No STOs are required for this mission.

Indicative deployment dates:

LTO (22)  - 03 to 31 January 2009 
(32 days including travel)

LTOs will be given a living allowance of €93 per day and a compensatory allowance of €1,500 per month.


Candidates must meet the following conditions:

1. Language: High proficiency English and Spanish (The working language for this mission will be in Spanish)

2. Previous experience working in Latin America is a prerequisite

3. Previous electoral observation experience and/or other relevant experience including electoral training.
LTO - 2 Missions including 1 EU mission

4. Computer literate: (Microsoft Office), internet, Sat phone, HF, VHF, GPS.

6. Excellent physical condition and good health. La Paz and other deployment areas are situated at extreme altitude (3000m and above) and might post serious danger/difficulties to observers with respiratory, circulation or heart problems.

7. It is expected that all observers have received vaccinations against: Cholera, Adult diphtheria, Tetanus, Hepatitis A and B, Measles, Mumps, Rubella, Polio, Typhoid, Varicella, Meningitis and Tuberculosis (not reimbursed)

8. Malaria Prophylaxis: Mandatory treatment will be provided by the mission for those deployed in lower areas.

9. Yellow Fever Vaccination: Mandatory for individuals coming from endemic countries and proof will be required by authorities while getting visas and before entering the country (not reimbursed)

10. Living Conditions: Observers should be willing to accept harsh living conditions when deploying to Bolivia. Shortage of running water and electricity can be expected inside and outside the capital city.

11. FULL FLEXIBILITY is required from the candidates in terms of mission time table in the event that changes might occur.

The Commission will proceed to the selection of observers on the basis of criterion established in the Council Decision "EU Guides for the Selection of the electoral observers" Council Decision 8728/99 - PESC 165 - COHOM 4 and will inform member states and candidates the final selection of observers.

El Salvador

Following the approval by Commissioner Mrs Benita Ferrero-Waldner, the European Commission wishes to announce that it intends to launch an Election Observation Mission to El Salvador for the Legislative Elections scheduled to take place on 18 January 2009 and the Presidential Elections scheduled to take place on 15 March 2009 with a possibility for a second round on 19 April 2009. Please note that these positions will only be confirmed if the Commissioner makes a positive political decision to deploy.

ERIS has been asked to shortlist 3 LTOs for the Legislative Elections and 3 LTOs (preferably the same as the Legislative Elections) and 4 STO candidates for the Presidential Elections.

Indicative deployment dates Legislative Elections

LTO (22)  - 18 December 2008 to 22 January 2009 (36 days including travel)
STO (0) - No STOs will be deployed

Indicative deployment dates Presidential Elections

LTO (22) - 14 February 2009 to 21 March 2009 (25 April in case of second round) (71 days including travel)
STO (40) - 09 March 2009 to 19 March and 13 to 23 April 200p in case of second round. (11 days including travel in each case)

Please note that highest priority will be given to those LTOs available for both rounds.

LTOs will be given a living allowance of €3,300 per month and a compensatory allowance of €1,500 per month.

STOs will be given a per diem of €135 per day.

Candidates must meet the following conditions:

1. Language: High proficiency English and Spanish (The working language for this mission will be in Spanish)

2. Previous experience working in South America is a prerequisite (especially for the LTOs).

3. Previous electoral observation experience and/or other relevant experience including electoral training.
LTO - 2 Missions including 1 EU mission
STO - 1 Mission including or relevant electoral training (preferably by NEEDS, but not exclusively)

4. Computer literate: (Microsoft Office), internet, Sat phone, HF, VHF, GPS.

The EU is placing increasing emphasis on the role of its Election Observation Missions (EOM). In order to streamline the selection of EU election observers, the European Commission has developed an internet roster, which will accelerate this process and make it more transparent, impartial and homogenous.

To be considered as an observer you must be registered on the EuropeAid Roster Please note that ERIS only recruits UK citizens, for those observers in other EU member states, please contact your respective Foreign Ministries.


ERIS has been contracted to manage the Roster on behalf of the Foreign & Commonwealth Office and is responsible for the selection of UK long and short term election observers for all EU Election Observation Missions.
