Senior Monitoring and Evaluation Consultant - Yemen
ERIS and DRI are recruiting a Senior Monitoring and Evaluation Consultant to establish and maintain a monitoring and evaluation system for our European Union-funded project which is supporting the democratic transition process in Yemen.

Introduction

Electoral Reform International Services (ERIS) and Democracy Reporting International (DRI) are implementing a European Union-funded project aimed at supporting the Supreme Commission for Elections and Referendum (SCER) and the Committee for the Affairs of Political Parties and Organisations (CAPPO) to enhance institutional capacities and assist in the areas of administration, communication, and transparency. In parallel, the project also aims at increasing civic awareness about elections by assisting civil society organisations as they advocate for accountability and reform. 
To support the project in assessing the effectiveness of its activities as against specific objectives, measure long-term impact against overall project objective and benefit from lessons learned during project implementation, ERIS/DRI are looking for a Senior Monitoring and Evaluation Consultant to establish and maintain a monitoring and evaluation system for the project. Description of the Assignment

The overall objective of the assignment is to design, establish and maintain a functional monitoring and evaluation system for use during and upon termination of the three-year project. The project commenced on 1 November 2013 and is due to end on 31 October, 2016. The purpose is to provide the three-member project team, based in Sana’a, with sustainable and long-term tools to effectively monitor progress and overall impact against The overall objective of the assignment is to design, establish and maintain a functional monitoring and evaluation system for use during and upon termination of the three-year project. The project commenced on 1 November 2013 and is due to end on 31 October, 2016. The purpose is to provide the three-member project team, based in Sana’a, with sustainable and long-term tools to effectively monitor progress and overall impact against specific and overall project objectives, on an ongoing basis at key intervals during implementation, including quarterly, mid-term and upon completion.

Tasks and Responsibilities

The Consultant, in close coordination with the Project Team Leader and other two Key Experts will review the M&E needs and establish necessary practical procedures and measures in order to standardise evaluation and monitoring components based on requirements of EU M&E standards into all project activities. The consultant will at regular intervals review and where necessary adjust the M&E approach to fit project requirements and latest standards. The consultant is required to:

  • Familiarise her/himself fully with the project scope and objectives through the detailed study of relevant documents including the Technical Offer, the Work Plan, existing Logical Framework, Inception Report and relevant EU literature including the Study on Performance Indicators for Electoral Assistance Projects (desk-based).
  • In consultation with relevant field staff/Key Experts and under the supervision of the Team Leader and final approval of the Project Director, complete the project’s log frame matrix ensuring inclusion of all activities proposed in the work plan covering all five expected results
  • Review, revise and propose (where necessary):
- Indicators
- Baselines
- Targets
- Sources of verification
- Assumptions
- Context indicators where relevant
  • Review the M&E needs of the project, propose a functional M&E methodology.
  • Design data collection and reporting forms for capturing quantitative, qualitative and impact information about project activities/outputs relevant to the agreed log frame, and advise on methods for storage, collation and analysis of data.
  • Produce a guidance manual detailing M&E procedures and methodology. Target audience: Key Experts and Short-Term Experts.
Required Qualifications
  • A degree in public administration, management or other relevant field;
  • At least six years’ experience in monitoring and evaluation;
  • Experience in the evaluation of projects in the field of democratisation, elections, human rights or development, or expertise in work with civil society organisations and political actors;
  • Experience in European Union programming and reporting requirements;
  • Fluency in English.
Required Skills/Knowledge
  • Detailed understanding and awareness of common challenges in evaluating electoral assistance projects and where current gaps exist in established methodologies
  • Demonstrated ability to establish effective M&E frameworks which retain relevance and usefulness in fluid and unstable environments
  • Excellent report-writing in English
  • Excellent written and verbal communication skills
Desirable Attributes
  • Previous experience in an environment with security challenges and a proven ability to plan and conduct M&E with a flexible approach as a result.

2 x Electoral Procurement Experts (Junior)
ERIS and DRI are recruiting two Junior Electoral Procurement Experts to conduct a needs assessment for project beneficiaries under the European Union-funded project "Support to Yemen's Transition".

Electoral Reform International Services (ERIS) and Democracy Reporting International (DRI) are implementing a European Union-funded project aimed at supporting the Supreme Commission for Elections and Referendum (SCER) and the Committee for the Affairs of Political Parties and Organisations (CAPPO) to enhance institutional capacities and assist in the areas of administration, communication, and transparency. As part of the programme to assist key electoral institutions in administration, ERIS is looking for two Junior Electoral Procurement Experts to assist on a needs assessment mission of the material needs of the both the SCER and CAPPO. It is the intention that the outputs of the needs assessment mission will inform the preparation of the tender dossier of a planned supply tender of the European Union, in support of the SCER and CAPPO. The objective of the mission is to make a formal assessment of the SCER’s and CAPPO’s current material resources, and to further provide recommendations for procurement based on the basic material needs to perform as competent and transparent institutions. An estimation of the required materials, but also the required level of need for installation, maintenance and after-sales service should be assessed. The Expert will also assess and provide recommendations and basic training on the storage and maintenance of goods, as well as the inventory system of both institutions and may be invited to sit on the selection panel for the above-mentioned supply tender, which follows the assessment.

Tasks and Responsibilities

The Experts, under the supervision of the Senior Electoral Procurement Expert and the in-country Team Leader will be responsible for implementation of the following activities:

  • Documentation of existing resources at the SCER and CAPPO through consultation with counterparts and verification.
  • Preparing a matrix presenting recommendations for the procurement of new equipment, based on the fundamental functions of each organisation. This matrix should be completed as per template of the EU supply tender Annex c4f Technical Specifications, and should also make reference to the required installation, maintenance and after-sales service, to be included (see below).
  • Assessing and formally reporting on the inventory management system of both organisations.
  • Assessing and formally reporting on the storage and maintenance methods of both organisations.
  • Preparing a training manual on good practices for inventory management and the maintenance of material resources.
  • Providing a training session each for SCER and CAPPO based on best practice for inventory management and the maintenance of material resources.
Required Qualifications
  • A degree in public administration, management or other relevant field.
  • Minimum 3 years of relevant experience in logistics, procurement and resource management in an electoral context.
  • Experience in working with election management bodies.
  • Ability to produce technical reports and information in a clear and precise manner in Word and Excel programs
  • Minimum 1 years’ experience in training.
  • Ability to work under pressure.
Desirable Skills
  • Fluency in Arabic.
  • Previous experience in Yemen or a similar environment would be an asset.
  • Experience in preparing training manuals.

Voter Registration Expert Required for Voter Registration Audit

Responsibilities:

? Preparation for field monitor training and deployment to include inception workshop and curriculum development;

? Work with project team to develop methodology and sampling;

? Provide mentoring and assistance throughout the field survey and complementary verifications;

Background

The 2013 elections in Madagascar were an important step forward following a long crisis period in Madagascar. While the elections were deemed credible overall, significant flaws in the registration and identification of voters have undermined successive elections in Madagascar. Several projections[1] estimate that nearly a third of the eligible population was not registered for the 2013 presidential and legislative elections, particularly women and young adults. While domestic observers have documented numerous cases of voters being turned down at the polls and other related flaws, there is currently no accurate assessment of the quality of the voter registry. It is clear that the issue of reforming voter registration is critical to the credibility of future Malagasy elections.

Building on its work on domestic observation with local partners, ERIS will soon begin implementing a project to build the capacity of civil society organisations to audit the voter register, and to conduct an audit.

Experience:

? Substantial experience conducting voter registration audits and analysis;

? Experience working with local partner organisations;

? Experience develop training curriculums for civil society;

? Excellent communication and outreach skills;

? Knowledge of Madagascar an asset

Languages:
Fluent in French and English. The work will be done in French, and reporting will be done in English.

Assignment dates
Approximately 27 days between late June and early October 2014.

Reporting
The consultant will report to the ERIS Programme Manager based in London.
